Our 10 month old cockapoo is suddenly extremely wet around

Our 10 month old cockapoo is suddenly extremely wet around the mouth. It so bad you can almost wring out his fur around his mouth. we tried brushing teeth in case somewthing was stuck - no change. This has been going on for about 12 hours. his eyes seem wet as well.
What the heck is going on???
