Question

my pomeranian keeps spitting up

I took her to the vet. She gave
her a shot for skin allergies and antibiotics. Also her hair is
falling out, not normal shedding but worse than that
I
can just pet her and it comes out by the hand fulls. Her spitting up has gotten more frequent.She just lays around and sleeps.she usually really playfull but not at all for the past 3 to 4 days

  I would be concerned with an underlying issue like a thyroid condition or possible Cushings. I would have your vet do bloodwork including a thyroid panel and an ACTH stim test to determine the cause. In the mean time I would soften her food with water prior to feeding her, break it up into 2-3 feeding a day and also elevate it and her water to her head/chest level. Poms have a tendency to have tracheal problems also so doing this may rule it out.

whats cushing? and why is her hair falling out and why would it start now? she hasnt done this for two years.
anything with milk in it makes her sick

As for the milk, many animals can be sensitive to milk and it usually causes diarrhea but can also cause gastric upset so its recommended not to give it.
