I would be concerned with an underlying issue like a thyroid condition
or possible Cushings. I would have your vet do bloodwork including a
thyroid panel and an ACTH stim test to determine the cause. In the mean
time I would soften her food with water prior to feeding her, break it
up into 2-3 feeding a day and also elevate it and her water to her
head/chest level. Poms have a tendency to have tracheal problems also
so doing this may rule it out.
