strange hair disease?

my in laws have a stray cat who has a very strange,whatlooks to be like a skin disorder,all the fur on his head and face is gone and the skin now is bery crusty and it almost looks like he can’t see through his eyes,the skin is very crusty and scaley and we had two other strays that had the same thing.any idea what it is?also the skin breaks open.
