Importance of IV fluids

I took my cat to an Animal Emergency Clinic because she had been vomiting.

After the physical exam, they acknowledged the cat was severely dehydrated.

Instead of giving, IV fluids the emergency clinic took blood from the cat that was "thick and black".

Then they took xrays and administered other tests.

After about an hour, the cat experienced cardiac arrest and died.

My question is shouldn't they have immediately put my cat on IV fluids which could have stabilized her and possibly saved her life?

Also is it normal to take blood from a severly dehydrated cat without rehydrating it first? Aren't the blood tests inaccurate?

 I am sorry for your loss.  Did the run the bloodwork?  The results may shed light on the problem and may also help with determining if the fluids would have made a difference.
