Donkey HELP

Animal shelter locally inspected donkey with no hay for one month in a very small pen. I was told donkeys do not need forage and the bucket of grain ( sweet feed ) was all the little guy needed. The feed had been left and was in the weather. What is proper nutrition and can this grain go bad? I believe this little guy is in danger and there is nothing I can do. the animal officer has other stock and does the same with them.
