Trees and the large webbing process noticed recently; what animal has

I have a question about trees. I live in Delaware County, Pa. I notice that as I drive through the county, some of the larger trees(not sure which species) have several large, white, webbing, cocoonish looking things on the ends of the branches. I dont know what they are. They look like homes to some species of animal. At first, I thought perhaps bats. I am not sure. I have no idea...Please help!!
