yes I have a german shepard/chow mixed and he seem to that under hair at neck area is raw, color is white pusie like what do I do are give me some suggestions. the scar is very sensitive to touch

This may be a hotspot. If it is the best thing would be to get that area shaved so air can get to it and help dry it out. Using neosporin on it will help.
