We have a 4 month old Boston Terrier that

We have a 4 month old Boston Terrier that suffered a fracture on her right arm, it was a hairline fracture, we went to the animal hospital and they put her on a cast. They told us that she needed to be inmovilized for 2 weeks and that they would ex-ray her again, now after the second set of x-rays, they are telling us that the bone has moved and want to do surgery and put pins in it and that no matter what she will have arthritis later in life, our puppy wants to be active all the time and play, very hard to keep her quiet 24 hours a day, we just are not sure what to do, they are telling us this will cost over $3000, we just would like some insight as to if this is what we should do, or are we being taken advantage of because we love our puppy and live in Newport Beach so they think we have money? Any help and/or ideas would be appreciated. Thank you
